The financial summary outlines key financial information and a snapshot of the City's financial, and providing the public with a clear view of how resources are managed and utilized. The following summary data is derived from the government-wide statement of activities reports based on the accrual basis of accounting.

Full-Time Equivalent

Full-Time Equivalent (FTE) is the total estimated annual person-hours for all employees expected to fill positions for all or a portion of a year divided by 2,088. The annual paid hours for a full-time employee working 26.1 pay periods are 2,088 including holidays, vacation, and sick leave. For example a seasonal employee who works for eight pay periods (approximately four months) would have an FTE of 0.31 (8pp X 80 hours/2,088).

Property Taxes

Property Taxes are ad valorem taxes levied on the assessed valuation of real and personal property. This portal contains property tax rate per $100 valuation.

Sales Tax

Sales Tax is imposed upon the sale or consumption of certain goods and services at the point of sale. In the City of Houston, a $0.0825 sales and use tax is applied for every dollar of sales. The Metropolitan Transit Authority (METRO) receives $0.01, and the State of Texas receives $0.0625. The State Comptroller remits a $0.01 shares to the City, after withholding a 2% service charge.

The compilation and release of the City's Annual Comprehensive Financial Report is one of the core functions of the Office of the Houston City Controller. It is one of the most comprehensive financial reports released by the City of Houston on an annual basis.
